Community Center Building Committee Project Update- July 30, 2023

CCBC WORK THIS PAST MONTH:
We took a break from public meetings through most of July, to allow ICON to work on more detailed design options, but we met this past Wednesday, and are back at it!

Site Designs
ICON provided a new look at schemes for options at 100%, 75% and 50% of the original project cost. Their July 26 presentation builds off the work delivered in late June, where consensus formed around a site plan that renovates the current parking area rather than flipping it to the back of the site, and focused building construction or renovation in the footprint of the Hartwell A, B and C Pods. We feel this best protects existing play spaces and keeps cars away from pedestrians effectively.

Within that site design, we are considering eight (8) building schemes: three (3) that could meet the 100% cost option, four (4) that could meet the 75% cost option, and one (1) that could meet the 50% cost option.  The CCBC will be working to refine these down to no more than one scheme for each cost option.

Program Analysis & Development
Our current program represents a 10,000 sqft reduction from the 2018 program, and is based on space needed to run existing programs into the future.  Town Staff and ICON worked from March through May to refine this program down, and have been updating COA&HS program data and PRD program data online over the past few weeks.  A program working group presented their findings at the June 28 meeting, at which time the CCBC accepted the current Parks and Recreation Department, Council on Aging and Human Services Department, LEAP and Magic Garden data in order to allow ICON Architecture to move forward in developing project alternatives. The CCBC will be holding a working meeting this coming Wednesday, Aug 2 at 7:00PM to discuss programming and space sizing greater detail.  This meeting is open for public viewing, but will not include public comments. 

Community Engagement
We have scheduled two additional CCBC Working Meetings on Aug 2nd and August 9th, in addition to our next public meeting on August 16.  All meeting information is below.

Our fall meeting/forum schedule is not set yet, other than two important dates: State of the Town/Community Charrette on Saturday, September 30, 2023, and Special Town Meeting on Saturday, December 2.  All our upcoming public meetings are listed below.

As we look to develop two lower cost options, we will be exploring opportunities to lean more heavily on satellite locations listed in our Decentralized Programming Inventory to manage the building program load.

Community Center Building Committee Project Update – July 2, 2023

CCBC WORK THIS PAST WEEK:
We’ve made further progress on our building program and site design…

Site Planning
ICON’s recently developed site strategies were met with favorable feedback, and will become the basis for our work going forward. The concepts keep the parking in its present location, protect exiting play spaces for campus stakeholders (Schools, LEAP, and Magic Garden), and make important storm water improvements to the area. As we indicated last week, cost modeling for these strategies takes some time, but we will update the community as soon as we can!  We remaining dedicated to delivering viable options for the project that come in at up to 50%, up to 75%, and up to 100% of the original $25M budget.

Program Analysis & Development
Our current program represents a 10,000 sqft reduction from the 2018 program, and is based on space needed to run existing programs into the future.  Town Staff and ICON worked from March through May to refine this program down, and have been updating COA&HS program data and PRD program data online over the past few weeks.  A program working group was tasked with reviewing the work and making a recommendation to the full committee to either accept or adjust the data.  They presented their findings at the June 28 meeting, at which time the CCBC accepted the current Parks and Recreation Department, Council on Aging and Human Services Department, LEAP and Magic Garden data in order to allow ICON Architecture to move forward in developing project alternatives. ICON will be using this data for design purposes, and program/space adjustments may continue throughout the process.

ICON will be using the summer months to synthesize the variety of building program concepts with our preferred site design, in order to arrive deliver our project at the three cost options.  To date, their work has been at a very high level, so they will use the next two months to begin to fill in the details in anticipation of further committee review.

Site strategies continue to evolve…

Site Planning
Based on feedback on our initial site strategies to deliver our project at the three necessary price points (up to 50%, up to 75%, and up to 100% of the $25M estimate from 2018), ICON has developed additional concepts that keep the parking in its present location, while still making important storm water improvements to the area.  These concepts leave existing green spaces largely intact for campus stakeholders, and will update the community on costs models as soon as we can!  Site design needs to balance a variety of priorities, and the CCBC will be working closely with campus stakeholders (Schools, LEAP, and Magic Garden) to evaluate the tradeoffs they present.

Community Center Building Committee Project Update – June 18, 2023

Program Analysis & Development
Over two public meetings this past Tuesday (June 13) and Wednesday (June 14), ICON Architects presented initial strategies and costs to deliver our project at the three necessary price points (up to 50%, up to 75%, and up to 100% of the $25M estimate from 2018).  We had hoped that our work to date would deliver a program in the “up to 75%” range, but continued price escalation has moved our current program into the “up to 100%” range.  We must now work to reduce our scope further to create two lower cost options.  

Our current program represents a 10,000 sqft reduction from the 2018 program, and is based on space needed to run existing programs into the future.  To develop lower cost options, ICON has presented initial concepts that include reducing the building program further, delaying the renovation of the C Pod (the LEAP program), and finding a more cost effective solution to the school maintenance space.   These are all extremely complex decisions, and the CCBC will be working closely with campus stakeholders (Schools, LEAP, and Magic Garden) to evaluate the tradeoffs they present.  This conversation will continue at our Wed, June 28 Meeting.  (Details below)

Site Planning
The site plans shown in these initial designs all assume a parking lot at the rear of the Hartwell property, to better screen the anticipated solar canopies needed to meet the projects green energy goals.  But that decision impacts play spaces and needs further study, so moving forward, multiple site plans will remain under consideration.  ICON will spend the summer months refining these concepts – based on our feedback – for public review next September.

Community Center Building Committee Project Update – June 11, 2023

Program Analysis & Development
At our public meeting this past Wednesday, June 7, the CCBC voted to approve the updated program need analysis that was presented on May 31, for preliminary cost modeling.  We expect to see early project costs at our public forum this coming Tuesday. (Details below)

To date, ICON has developed a “needs-based” program that represents a 10,000 sqft reduction from the 2018 program, which was “needs & wants-based.”  With last week’s vote, they are now cost modeling this program to determine which of the 3 required options (up to 100%, up to 75%, up to 50%) this program represents, and will also propose strategies to fulfill the remaining two options.  CCBC’s goal is to approve these strategies – along with associated site plans – in the coming weeks, so ICON can spend the summer months designing concepts for public review next September.

TheCCBC is also working to review program and square footage statistics of neighboring community facilities to see how our work compares.  This will take some time, as these facilities often differ in terms of services, location, and funding, but this will ultimately assist us in in finding the “right-size” space to meet our program needs.

Community Center Building Committee Project Update – June 4, 2023

We’ve had a busy and productive week!  

Program Analysis & Development
At our public meeting this past Wednesday, May 31, we heard an excellent presentation from the Historic District Commission / Historical Commission, with added insight from the Friend of Modern Architecture, which will inform ICON’s work as they begin to consider building concepts and designs. 

ICON then provided an updated program need analysis, which included attendance “caps” for each activity (the maximum number of people we would accept in a program) based on more detailed participation numbers.  Their work has now brought the building program down to just over 13,000 sqft (plus an additional 7,000 sqft of renovated space for LEAP and school maintenance), which is an almost 10,000 sqft reduction from the 2018 building program.  This work is expected to represent the “up to 75% cost” option, and was accepted by the CCBC.  We will now work our way down to the “up to 50% cost” option, and then potentially back up to a higher cost option.

In response to recent questions from the public, School Supt. Becky McFall joined us to speak about how school spaces may and may not be used to house community and LEAP programming, and Magic Garden Director Lori Leo, as well as some staff and parents came to respond to suggestions that they could be relocated off campus. After discussion, the CCBC reconfirmed its assumption that all Hartwell campus stakeholders must be accounted for in our design work, either by remaining in their current location, or by being moved into comparable spaces on campus that allow them to maintain their current program.   We will be issuing a more detailed statement on this in the coming weeks.

TheCCBC is also working to review program and square footage statistics of neighboring community facilities to see how our work compares.  This will take some time, as these facilities often differ in terms of services, location and funding,  but this will ultimately assist us in in finding the “right-size” space to meet our program needs.

Community Center Building Committee Project Update – Memorial Day Weekend 2023

CCBC WORK THIS PAST WEEK:
The CCBC is working hard to merge our two different work streams together in the coming weeks!  We’ve been working on both building program and site planning simultaneously, and have presented initial concepts of both for pubic feedback throughout the month of May.  We will be soliciting additional feedback at our public meeting this Wednesday night (details below) in order to develop a series of potential building designs to be presented at our public forum on June 13. (Details below)

Program Analysis & Development
This coming Wednesday, May 31 (details below), ICON will be offering a refined version of our initial program need analysis, based requests for more detailed program attendance numbers.  As a reminder, their work so far has brought the building program down to 15,568 sqft (plus an additional 7,000 sqft of renovated space for LEAP and school maintenance.)  It represents an almost 8,000 sqft reduction from the 2018 building program, and is intended to serve as the “up to 75% cost” option.  Once established, we will then work our way down to the “up to 50% cost” option, and then potentially back up to a higher cost option.

Simultaneously, the CCBC has begun to revisit program and square footage statistics of neighboring programs to see how our work compares.  This work will assist us in in finding the “right-size” space to meet our program needs.

ICON presented early site concepts to town staff from Police, Fire, DPW, Planning, Conservation, and the Facilities Dept. before sharing them at our public forum this past Tuesday night.  Revisions will be made based on feedback we’ve received, and this will inform the potential building designs presented at our June 13 public forum. (Details below)

We are excited to meet with the Historic District Commission and FoMA at the beginning of our Wednesday, May 31 public meeting, and are continuing to schedule sessions with other organizations such as the Green Energy Committee (who also has a liaison seat on the CCBC), Lincoln Youth Soccer, Bemis Lecture Series, the Lincoln Garden Club, and the Lincoln METCO program. Community Center Building Committee Project Update – May 21, 2023

Program Analysis & Development
ICON presented their program need analysis at our CCBC meeting this past Wednesday night.  This analysis has brought the building program down to 15,568 sqft (plus an additional 7,000 sqft of renovated space for LEAP and school maintenance.)  It represents an almost 8,000 sqft reduction from the 2018 building program, and is intended to serve as the “up to 75% cost” option.  Once established, we can then work our way down to the “up to 50% cost” option, and then potentially back up to a higher cost option.  The CCBC received useful feedback from attendees, specifically around wanting to see more detailed program attendance numbers.  That work will continue this week, and we will discuss the program further at our public meeting next Wednesday, May 31. (Details below) 

Site Planning
Following prior meetings with campus stakeholders (School Admin, PRD, Magic Garden and LEAP), this week ICON met with the Planning Board to review site constraints, and separately with the Director of Planning and Land Use and the Conservation Director to gather early feedback on various site concepts.  This coming week, they will meet with public safety officials before presenting these early site concepts to the community at our public forum THIS Tuesday, May 23.  (Details below)

We are busy!  We joined the Planning Board at their meeting on Tuesday, May 16, and then held our own regularly scheduled public meeting on Wednesday, May 17.  We have also begun to set up meeting times with community organizations such as FOMA , the Lincoln Historical Commission, the Green Energy Committee, Lincoln Youth Soccer, Bemis Lecture Series, the Lincoln Garden Club, and the Lincoln METCO program. Community Center Building Committee Project Update – May 14, 2023

Program Analysis & Development
ICON, PRD and COA/HS staff have made significant progress in scaling down the building program to include only proven program needs.  The original 2018 project, which included both program needs and wants, was approximately 23,000 sqft (plus another 7,000 sqft of renovated space for LEAP and the school maintenance program).  To date, we’ve scaled the building program down to just under 17,000 sqft, and continue to look for more efficiencies.  This will form the basis of the needs program, and is shaping up to become our 75% option (still including the other 7,000 sqft of renovated space for LEAP and school maintenance program).  From there, we can work out way down to a 50% option, and back up to a higher-end option.  This will all be explained during our next public meeting this Wednesday night, May 17 (Details below).

Site Planning
ICON continues to gather feedback from Hartwell Campus stakeholder (Parks and Recreation Department, Lincoln Public School Administration, LEAP and Magic Garden Preschool) about their outdoor needs – play spaces, paved surfaces, shade structures, etc.- in order to further refine their site plan ideas.  This will all contribute to a site plan presentation at our public forum on Tuesday, May 23.  (Details below)

ICON met with representative from the Parks and Recreation Department, Lincoln Public School Administration, LEAP and Magic Garden Preschool (the campus stakeholders) this past Tuesday (5/2) to provide an early look at site concepts and offer initial reactions.  This group will be meeting again in the coming weeks to offer further input into the site plan.  This will all contribute to the site plan presentation at our public forum on Tuesday, May 23.  (Details below)

Community Engagement
Based on responses from our “Community Organizations” survey, the CCBC will be working to schedule meetings with a number of organizations, including the Planning Board, the Conservation Commission, FOMA , the Lincoln Historical Commission, the Green Energy Committee, Lincoln Youth Soccer, Bemis Lecture Series, the Lincoln Garden Club, and the Lincoln METCO program. 

Satellite Programming
Our Decentralized Programming Inventory is available on the CCBC website, and part of our detailed analysis will include an assessment of how these public spaces may help manage the building program load.

Wed May 17th – Public Meeting 7:00pm in the Town Hall Donaldson Room or over Zoom to present a detailed version of our essential building program.  

Tue May 23rd – Public Forum, 7:00pm in the Hartwell Multi-Purpose Room or over Zoom to present potential Hartwell Campus site plans.

Wed May 31st – Public Meeting, 7:00pm in the Town Hall Donaldson Room or over Zoom to solicit additional public feedback on both the building program as well as the various site layouts.

Tue June 13th – Public Forum, 7:00pm in the Hartwell Multi Purpose Room or over Zoom to present draft building designs, and solicit feedback,  ICON will then spend the summer developing these designs further, so they’ll be ready for the next round of public review in the Fall.
